Why Does My Computer Do This, And Does Yours? [CJ’S HOME VIDEO]

Why do all of the computers I work on at home and at work do this?  There is no way I am the only person who experiences this, do you?

Most times when I'm searching through pictures, if I'm scrolling trying to find a particular photo, my computers will all of a sudden just jump to the bottom or near bottom of the list.  So I scroll back up to the top.  When I start to scroll through them again, it throws me back down to the bottom of the list again.  I have this fight with my computers every single day.

Is is a software glitch?  Is it some update that ALL computers I work on need?  Is it something I must live with?  And do you have the same problem?
