Why Do People Do That? [POST OFFICE VIDEO]

Was at the Post Office on Bertrand a few days ago and saw something that made me ask, "Why Do People Do That?"

There is a paper recycle bin literally touching the garbage outlet, yet people will still throw paper in the non recycled garbage.  It would take no more effort to use the recycle bin, yet the outcome would be so much better.
