Toddler Ejected From Vehicle During Crash; Stands Up And Looks For Mommy

This just showed up in my newsfeed:  KCBD News in Lubbock, TX  reports that police were chasing criminals driving an SUV, unaware of the toddler in the vehicle.  The vehicle crashes, ejecting the child; police dash cam shows child stand up and walk back towards the still-moving vehicle.

What extra penalties/punishments should be given to people who commit crimes in the presence of children?
