Miniature ‘Washington Monument’ On I-55 In Mississippi

As we drove through Mississippi on I-55, headed to St. Jude Hospital in Memphis, we came upon this sight:

My first thought was "oh, look, a miniature "Washington Monument". After contemplating its existence, I thought that it probably had a purpose - maybe a cell tower or a water tower. Maybe too short for a water tower, but it looks like it could be a cell tower. Any ideas as to its purpose?
