A shocking arrest has been made in Louisiana by members of the Internet Crimes Against Children Task Force and a Sheriff's department after allegations were made against a man accusing him of having pornography involving juveniles under the age of 13 and having videos of people having sex with animals.
Law enforcement officials across the state work with the ICAC on cases.
According to officials with the Tangipahoa Parish Sheriff's Office, they worked with the Internet Crimes Against Children Task Force to investigate a man after a tip from the National Center for Missing and Exploited Children letting them know that material was being uploaded to X that had pornography involving children under 13 and people engaging in the sexual abuse of children.
The Tangiphao Parish Sheriff's Office and the ICAC began investigating, and they say they identified 18-year-old Carter Owens of Ponchatoula as the suspect in the case.
He was arrested on the following charges:
  • Two Counts of Pornography Involving Juveniles Under 13
  • Two Counts of Sexual Abuse of an Animal (possessing pornographic videos of humans engaged in sex with animals)

The man was tracked and arrested on Friday, February 14, and booked into the Tangipahoa Parish Jail.
