People Who Cough And Don't Cover Their Mouths

What are we going to do with people who cough and don't cover their mouths? As we go into the cold and flu winter months when people are closed up in their homes and offices, what do we do with people who just cough and cough?

Recently, I was in an elevator in a high rise in Houston headed to the 23rd floor with one man, who coughed the entire way up. And never, I mean never attempted to cover his mouth. We're in a sealed box, there was nowhere to go. What does one do?
