Just What Is This Thing?

Took Niece to Fort Worth Museum, Got home, She asks what was this thing in the backround.....

I first saw this picture last year, and it's popping up again now that Halloween is almost here. The photographer said on Reddit that he didn't see anything where the 'old lady ghost' is seen, and that he only noticed it was there when the picture was developed.

Most people seem to think it's just a woman distorted by a motion blur, but others believe it to be a ghost. Others believe it's a fake. No matter how many times I look at it, I still can't figure it out and it gives me the chills. Click here to see the pic brightened and a few thoughts about what it might be.
