Did a Eunice Police Officer go to far while arresting a suspect?

In a video that's began circulating on Youtube, you can see the suspect denying what he is being arrested for, which clearly makes the officer in question enraged as he grabs the suspect by the throat. (Action in question begins around the 7:52 mark of the video.)

Eunice Police Chief Ronald Dies told KLFY TV-10 that he believes the incident happened sometime last winter and that the evidence gathered will be sent to either the FBI or Louisiana State Police.
